Spectrum 1 News: Union Rescue Mission CEO, Reverend Andy Bales Lost His Leg from being Exposed to Human Waste, Skid Row, 9 Toilets for 2,500 People
Union Rescue Mission CEO, Reverend Andy Bales has 31 years of experience serving the homeless in Los Angeles. He says "more people die from hypothermia in Los Angeles than in New York. When are we going to get that this is a FEMA, Red Cross-like emergency..." He says New York houses 95% of its homeless with tent shelters.
